Sustainable Tourism in Dubrovnik: Balancing Growth and Heritage Preservation in Croatia’s Crown Jewel

Dubrovnik, the jewel of the Adriatic, has solidified its status as Croatia’s premier tourist destination for 2024. The Ministry of Tourism confirmed that Dubrovnik recorded the highest number of overnight stays in the country, achieving a remarkable milestone in Croatia’s thriving tourism industry.

In 2024, Croatia welcomed over 21.3 million tourist arrivals and registered 108.7 million overnight stays, marking a 4% increase in arrivals and a 1% rise in overnight stays compared to 2023. Dubrovnik alone recorded 4,555,636 overnight stays and 1,397,052 tourist arrivals, making it the most visited destination by overnight stays and the second most visited by arrivals, trailing only Zagreb. The city saw a significant 9% increase in both metrics compared to the previous year, showcasing its growing popularity.

Mayor Mato Franković hailed Dubrovnik’s achievements, attributing the success to strategic planning and collaboration among tourism stakeholders.

Dubrovnik’s success is a reflection of the broader growth in Dubrovnik-Neretva County, which also experienced increased arrivals and overnight stays in 2024. Despite a slight dip in December, the region’s overall performance remained strong. The county’s stunning landscapes, cultural heritage, and well-preserved historical sites continue to attract travelers from around the globe.

Dubrovnik’s continued emphasis on sustainability has been a cornerstone of its tourism strategy. The city’s commitment to maintaining its historical charm while accommodating increasing visitor numbers has set a benchmark for other destinations. Initiatives such as managing cruise ship arrivals, promoting eco-friendly tourism practices, and ensuring the preservation of its UNESCO World Heritage-listed Old Town have been instrumental in achieving this balance.

Despite its success, Dubrovnik faces challenges in managing the growing influx of tourists. The city administration has been proactive in addressing issues such as overtourism, infrastructure strain, and the need for sustainable growth. Plans to enhance transportation networks, expand accommodation options, and improve visitor experiences are already underway.

At the same time, the city is leveraging opportunities to tap into new markets. By promoting cultural tourism, gastronomy, and unique local experiences, Dubrovnik aims to attract diverse visitor demographics. The city’s festivals, art exhibitions, and culinary events play a significant role in drawing tourists throughout the year.

With its record-breaking performance in 2024, Dubrovnik is well-positioned to continue its upward trajectory in 2025. The city aims to further solidify its reputation as a global tourism hub by enhancing its infrastructure, expanding its range of attractions, and strengthening collaborations with international tourism partners.

Additionally, Dubrovnik plans to increase investments in digital tourism initiatives, ensuring that visitors have seamless access to information, bookings, and personalized travel experiences. Efforts to promote the city as a winter destination are also gaining momentum, with targeted campaigns aimed at highlighting its unique charm during the cooler months.

Dubrovnik’s achievement as Croatia’s tourism champion underscores its enduring appeal and strategic vision. As the city continues to thrive, it serves as a shining example of how a destination can balance heritage preservation with modern tourism demands. With a focus on sustainability, innovation, and collaboration, Dubrovnik is not only setting records but also shaping the future of tourism in Croatia and beyond.
